What is a motor vehicle driving permit in India?
A Motor Vehicle permit is the official document that authorizes your vehicle to move within India from one place to another. In India, permits are of two types – National permits and Local permits The state government sanctions these two types of permits. Vehicles must carry the same things everywhere they go.

There are 2 types of motor vehicle permits depending on the type of vehicle. They are designed for transport and passenger vehicles.
Commercial Vehicle Permits
There are 3 types of commercial vehicle permits.
Good Transporters
This type of permit is mandatory for vehicles transporting goods. You can get this permit under the Motor Vehicles Act, of 1988. After that, cars were allowed to operate in the state.
Reciprocal Freighter Permit
This permit is issued in one state and remains valid in other states with local government approval. However, there is one exception. Delhi refuses to issue these permits to vehicles weighing more than 7,500 kg and not running on clean fuel.
National Permit
If the vehicle transporting goods must leave the country of origin, a national permit is required.
Permits are issued consecutively to four states, including the state of origin. In addition, the lifespan of a commercial vehicle cannot exceed 12 years. If it is a multi-axle vehicle, you must be no more than 15 years old to receive a driver’s permit. The forms you need to complete are Form 46 and Form 48.
Passenger Vehicle Permits
There are also different types of passenger vehicle permits.
Car and taxi driving permit
This permit is issued in Delhi. MLO Burari provides it. The rates applicable to these vehicles are calculated in meters. The current fare is ₹8 for the first km and then ₹3.50 for each subsequent km in the case of auto-rickshaws. For taxis, the fares are ₹10 and ₹5 respectively.
Permit for Maxi Cab
Again, this permit is also issued in Delhi. In addition, STA stipulates that the ticket price and the total number of passengers on the bus must be less than 13.
Phat-Phat Sewa
This permit is issued for vehicles travelling on a specific route and carrying 10 people, including the driver. Sewa is environmentally friendly. Additionally, this permit is issued for all 3-wheeled and battery-operated vehicles. In addition, there must be a capacity of 11 people and a driver.
Charter Bus Permit
This vehicle permit is issued primarily for rental and payment purposes. Furthermore, a contract is concluded between the permit holder and the operator. This allows buses to travel on a defined route. In addition, bus drivers must have a list of all passengers travelling on the route and not allow others to accompany them.
Delhi Transport Corporation Phase Car permit and other private buses fall under this permit category. The Delhi government issues this permit to buses plying on different routes in the city.
Temporary Basic Permit

- Step 2: In the “Online Services” section of the menu bar, select “Country permit”.
- Step 3: In the “Payment and Transaction Status” section, click “Pay National Permit Online”.
- Step 4: You will then be redirected to a new page where you will be asked to enter the vehicle registration number and the last five characters of the vehicle chassis number.
- Step 5: You can then make payment of the consolidated fees through card or online banking.
- A national permit to operate throughout India is issued to you after you pay for the national permit.
Rules and requirements for getting a national driving permit in India
Before getting a national driving permit for your vehicle, you need to check the national regulations in force in the country. The regulations for national permits for cars or national permits for two-wheelers are different from the regulations for interstate passenger vehicles or national permits for trucks.
As per the National Licensing Scheme, the rules to be followed and conditions to be fulfilled to obtain a National permit are:
- As per Rules 86 and 87 of the Central Motor Vehicles Rules, 1989, Indian national permits are issued for a minimum of four consecutive statuses, including the initial status.
- The age of the vehicle for which the national driving permit is issued must not exceed 12 years.
- For multi-axle vehicles, the maximum age to receive a national driver’s permit is 15 years old.
- Forms 46 and 48 are required to apply for a national Vahan permit.
- The national motorbike taxi permit will expire 9 years from the date of issue.
- For vehicles other than taxis, the national permit expires after eight years.
- In case of renewal of a national licence, an application together with the permit renewal fee must be submitted 15 days before the date of expiry of the licence.
- In the case of vehicle replacement, the permit holder, after obtaining the permit from the authority, may replace the permitted vehicle with another vehicle of the same type, for 4 months.
